Capt Amarinder holds Badal responsible for attempts to polarise people
Says, Badals cannot pass off every blame on ISI
ਹੁਸ਼ਿਆਰਪੁਰ, 11 ਅਗਸਤ: ਪੰਜਾਬ ਪ੍ਰਦੇਸ਼ ਕਾਂਗਰਸ ਕਮੇਟੀ ਦੇ ਪ੍ਰਧਾਨ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ 'ਤੇ ਸੂਬੇ ਨੂੰ ਹਿੰਸਕ ਘਟਨਾਵਾਂ 'ਚ ਝੌਕਣ ਦਾ ਦੋਸ਼ ਲਗਾਇਆ ਹੈ, ਜਿਸ 'ਚ ਆਰ.ਐਸ.ਐਸ ਮੀਤ ਪ੍ਰਧਾਨ 'ਤੇ ਹੋਇਆ ਹਮਲਾ ਵੀ ਸ਼ਾਮਲ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਬਾਦਲ ਜਾਣਬੁਝ ਕੇ ਸੂਬੇ 'ਚ ਡਰ ਦਾ ਮਹੌਲ ਪੈਦਾ ਕਰਨ ਤੇ ਲੋਕਾਂ ਨੂੰ ਸੰਪ੍ਰਦਾਇਕ ਅਧਾਰ 'ਤੇ ਵੰਡਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਹਨ, ਤਾਂ ਜੋ ਉਹ ਇਸ ਤੋਂ ਸਿਆਸੀ ਫਾਇਦਾ ਚੁੱਕ ਸਕਣ।
ਇਸ ਮੌਕੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਪੰਜਾਬ 'ਚ ਗੈਂਗਵਾਰ ਦੀਆਂ ਵਧ ਰਹੀਆਂ ਘਟਨਾਵਾਂ 'ਤੇ ਵੀ ਚਿੰਤਾ ਦਾ ਪ੍ਰਗਟਾਵਾ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਗੈਂਗਾਂ ਨੂੰ ਸੁਖਬੀਰ ਬਾਦਲ ਦੀ ਸ਼ੈਅ ਪ੍ਰਾਪਤ ਹੈ, ਜਿਹੜੇ ਇਨ੍ਹਾਂ ਗੈਂਗਾਂ ਨੂੰ ਚੋਣਾਂ ਦੌਰਾਨ ਵਰਤਣਾ ਚਾਹੁੰਦੇ ਹਨ।
ਇਥੇ ਹਲਕੇ ਵਿਚ ਕੈਪਟਨ ਪ੍ਰੋਗਰਾਮ ਦੌਰਾਨ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਡਿਪਟੀ ਮੁੱਖ ਮੰਤਰੀ ਸੁਖਬੀਰ ਬਾਦਲ ਹਰ ਗੱਲ ਦਾ ਦੋਸ਼ ਆਈ.ਐਸ.ਆਈ 'ਤੇ ਨਹੀਂ ਸੁੱਟ ਸਕਦੇ। ਉਨ੍ਹਾਂ ਨੇ ਸੁਖਬੀਰ ਨੂੰ ਸਵਾਲ ਕੀਤਾ ਕਿ ਸਾਨੂੰ ਪਤਾ ਹੈ ਕਿ ਆਈ.ਐਸ.ਆਈ ਕੀ ਕਰਦੀ ਹੈ, ਪਰ ਤੁਸੀਂ ਇਸਦੇ ਨਾਪਾਕਿ ਇਰਾਦਿਆਂ ਨੂੰ ਰੋਕਣ ਲਈ ਕੀ ਕਰ ਰਹੇ ਹੋ। ਸਿਰਫ ਛਾਤੀ ਪਿੱਟਣ ਤੇ ਦੂਜਿਆਂ 'ਤੇ ਦੋਸ਼ ਲਗਾਉਣ ਨਾਲ ਕੁਝ ਨਹੀਂ ਹੋ ਜਾਂਦਾ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਪਹਿਲਾਂ ਬਰਗਾੜੀ 'ਚ ਵਾਪਰੀ ਘਟਨਾ, ਜਿਥੇ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਦੀ ਬੇਅਦਬੀ ਹੋਈ ਸੀ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਲੁਧਿਆਣਾ 'ਚ ਪਵਿੱਤਰ ਗੀਤਾ ਦੀ ਬੇਅਦਬੀ ਤੇ ਮਲੇਰਕੋਟਲਾ 'ਚ ਪਵਿੱਤਰ ਕੁਰਾਨ ਦੀ ਬੇਅਦਬੀ ਹੋਈ ਅਤੇ ਫਿਰ ਆਰ.ਐਸ.ਐਸ ਲੀਡਰ 'ਤੇ ਹਮਲਾ, ਸੱਭ ਇਕ ਪੈਟਰਨ ਵੱਲ ਇਸ਼ਾਰਾ ਕਰਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਮੁੱਖ ਮੰਤਰੀ 'ਤੇ ਆਪਣੇ ਵਿਸ਼ੇਸ਼ ਹਿੱਤਾਂ ਖਾਤਿਰ ਲੋਕਾਂ ਨੂੰ ਵੰਡਣ ਲਈ ਜਾਣਬੁਝ ਕੇ ਇਹ ਸੱਭ ਕੁਝ ਕਰਵਾਉਣ ਦਾ ਦੋਸ਼ ਲਗਾਇਆ।
ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਦੌਰਾਨ ਚੇਤਾਵਨੀ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਇਹ ਖਤਰਨਾਕ ਖੇਡ ਹੈ ਤੇ ਕਾਂਗਰਸ ਪੰਜਾਬ 'ਚ ਅਜਿਹਾ ਨਹੀਂ ਹੋਣ ਦੇਵੇਗੀ, ਕਿਉਂਕਿ ਪੰਜਾਬ ਇਕ ਹੋਰ ਹਨੇਰੇ ਦਾ ਦੌਰ ਨਹੀਂ ਸਹਿਣ ਕਰ ਸਕਦਾ। ਜੇ ਅਜਿਹੀਆਂ ਘਟਨਾਵਾਂ ਜ਼ਾਰੀ ਰਹਿਣ ਦਿੱਤੀਆਂ ਗਈਆਂ, ਤਾਂ ਪੰਜਾਬ ਹੋਰ ਹੇਠਾਂ ਖਿਸਕ ਜਾਵੇਗਾ ਤੇ ਉਦਯੋਗ ਤੇ ਨਿਵੇਸ਼ ਇਥੇ ਆਉਣ ਤੋਂ ਪਿੱਛੇ ਹੱਟਣਗੇ।
ਜਦਕਿ ਐਚ.ਐਸ ਫੁਲਕਾ ਵੱਲੋਂ ਉਨ੍ਹਾਂ ਖਿਲਾਫ ਮਾਨ ਹਾਨੀ ਦਾ ਕੇਸ ਦਾਇਰ ਕਰਨ ਸਬੰਧੀ ਦਿੱਤੀ ਧਮਕੀ ਬਾਰੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਉਨ੍ਹਾਂ ਦਾ ਸਵਾਗਤ ਕਰਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਦੁਹਰਾਇਆ ਕਿ ਫੂਲਕਾ ਨੇ ਦੰਗਾ ਪੀੜਤਾਂ ਦੇ ਕੇਸਾਂ ਲਈ ਪੈਸੇ ਲਏ ਸਨ। ਉਨ੍ਰ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਸਾਬਕਾ ਦਿੱਲੀ ਸਿੱਖ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਦੇ ਪ੍ਰਧਾਨ ਪਰਮਜੀਤ ਸਿੰਘ ਸਰਨਾ ਵੀ ਉਨ੍ਹਾਂ ਨੂੰ ਅਦਾਇਗੀ ਕਰਦੇ ਸਨ।
ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਫੂਲਕਾ ਨੇ ਦੰਗਾ ਪੀੜਤਾਂ ਦੇ ਕੇਸਾਂ ਦੀ ਪੇਸ਼ੀ ਲਈ ਪੈਸੇ ਲਏ ਸਨ। ਉਨ੍ਹਾਂ ਨੇ ਫੂਲਕਾ ਨੂੰ ਦੱਸਣ ਲਈ ਕਿਹਾ ਕਿ ਉਹ ਕਿਥੋਂ ਦਿੱਲੀ ਦੇ ਪਾਸ਼ ਇਲਾਕਿਆਂ 'ਚ ਸ਼ਾਨਦਾਰ ਘਰ ਤੇ ਦਫਤਰ ਲਈ ਪੈਸੇ ਲਿਆਏ ਹਨ, ਜੇ ਉਹ ਹੋਰ ਕੁਝ ਨਹੀਂ ਕਰ ਰਹੇ ਸਨ। (ਦੰਗਾ ਪੀੜਤਾਂ ਦੇ ਕੇਸ਼ਾਂ ਲਈ ਪੈਰਵੀ ਤੋਂ ਇਲਾਵਾ)
ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਹਲਕੇ ਵਿਚ ਕੈਪਟਨ ਪ੍ਰੋਗਰਾਮ ਦੌਰਾਨ ਸਵਾਲਾਂ ਦਾ ਜਵਾਬ ਦਿੰਦਿਆਂ ਪ੍ਰਦੇਸ਼ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਨੇ ਪੰਜਾਬ 'ਚ ਸ਼ਰਾਬ 'ਤੇ ਰੋਕ ਲਗਾਉਣ ਦੀ ਸਲਾਹ ਨਾਲ ਗੈਰ ਰਜਾਮੰਦੀ ਦਿਖਾਈ। ਉਨ੍ਹਾਂ ਨੇ ਪੰਜਾਬ 'ਚ ਸ਼ਰਾਬ 'ਤੇ ਰੋਕ ਸੂਬੇ ਲਈ ਨਾ ਹੀ ਆਰਥਿਕ ਤੇ ਨਾ ਹੀ ਪ੍ਰਸ਼ਾਸਨਿਕ ਪੱਧਰ 'ਤੇ ਉਚਿਤ ਹੈ। ਇਨ੍ਹਾਂ ਹਾਲਾਤਾਂ 'ਚ ਸ਼ਰਾਬ 'ਤੇ ਰੋਕ ਲਗਾ ਕੇ ਪੈਣ ਵਾਲਾ ਮਾਲੀ ਘਾਟਾ ਪੰਜਾਬ ਸਹਿਣ ਨਹੀਂ ਕਰ ਸਕਦਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਸ਼ਰਾਬ 'ਤੇ ਰੋਕ ਹਮੇਸ਼ਾ ਤੋਂ ਵੱਡੇ ਪੱਧਰ 'ਤੇ ਤਸਕਰੀ ਦੇ ਰੂਪ 'ਚ ਸਾਹਮਣੇ ਆਈ ਹੈ, ਜੋ ਰੋਕ ਦੇ ਉਦੇਸ਼ ਨੂੰ ਹੀ ਖਤਮ ਕਰ ਦਿੰਦੀ ਹੈ।
ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਸਰਕਾਰ ਬਾਦਲਾਂ ਦੇ ਰੇਤ ਖੁਦਾਈ, ਟ੍ਰਾਂਸਪੋਰਟ ਤੇ ਕੇਬਲ ਆਪ੍ਰੇਸ਼ਨਾਂ ਦੇ ਕਾਰੋਬਾਰ ਉਪਰ ਏਕਾਧਿਕਾਰ ਨੂੰ ਖਤਮ ਕਰੇਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਕਿਸਾਨ ਆਪਣੀ ਰੇਤ ਨੂੰ ਵੇਚਣ ਲਈ ਅਜ਼ਾਦ ਹੋਣਗੇ ਤੇ ਕੋਈ ਵੀ ਉਨ੍ਹਾਂ ਦਾ ਸ਼ੋਸ਼ਣ ਨਹੀਂ ਕਰ ਸਕੇਗਾ। ਇਸੇ ਤਰ੍ਹਾਂ, ਬੇਰੁਜ਼ਗਾਰ ਨੌਜ਼ਵਾਨਾਂ ਨੂੰ ਰੂਟਾਂ 'ਤੇ ਪਰਮਿਟ ਦਿੱਤੇ ਜਾਣਗੇ ਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਬੱਸਾਂ ਖ੍ਰੀਦਣ ਲਈ ਅਸਾਨ ਲੋਨ ਦਿੱਤੇ ਜਾਣਗੇ।
ਇਸ ਦੌਰਾਨ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਇਹ ਵੀ ਐਲਾਨ ਕੀਤਾ ਕਿ ਕਾਂਗਰਸ ਸਰਕਾਰ ਸਾਬਕਾ ਫੌਜ਼ੀਆਂ ਨੂੰ ਟੋਲ ਟੈਕਸ ਭਰਨ ਤੋਂ ਛੋਟ ਦੇਵੇਗੀ।
ਜਦਕਿ ਆਟਾ-ਦਾਲ ਸਕੀਮ ਸਬੰਧੀ ਇਕ ਸਵਾਲ ਦੇ ਜਵਾਬ 'ਚ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਸਕੀਮ ਨੂੰ ਅੱਗੇ ਵੀ ਜ਼ਾਰੀ ਰੱਖਿਆ ਜਾਵੇਗਾ ਤੇ ਇਸ 'ਚ ਹੋਰ ਸੁਧਾਰ ਕੀਤੇ ਜਾਣਗੇ। ਉਹ ਵਿਅਕਤੀਗਤ ਤੌਰ 'ਤੇ ਪੁਖਤਾ ਕਰਨਗੇ ਕਿ ਕੁਆਲਿਟੀ ਨੂੰ ਬਣਾਏ ਰੱਖਿਆ ਜਾਵੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਕਾਂਗਰਸ ਸਰਕਾਰ ਆਟਾ ਦਾਲ ਦੇ ਨਾਲ ਖੰਡ ਤੇ ਚਾਹ ਵੀ ਦੇਵੇਗੀ। ਇਹ ਸਕੀਮ ਜ਼ਾਰੀ ਰੱਖੇ ਜਾਣ ਦੀ ਲੋੜ ਹੈ ਤੇ ਇਸਨੂੰ ਕਿਸੇ ਵੀ ਕੀਮਤ 'ਤੇ ਬੰਦ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਬਾਅਦ 'ਚ ਸ਼ਾਮ ਚੌਰਾਸੀ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ 'ਤੇ ਇਕ ਭਰਵੀਂ ਵਰਕਰ ਮੀਟਿੰਗ ਨੂੰ ਸੰਬੋਧਨ ਵੀ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀਆਂ ਦੀ ਉਲਟੀ ਗਿਣਤੀ ਪਹਿਲਾਂ ਹੀ ਸ਼ੁਰੂ ਹੋ ਚੁੱਕੀ ਤੇ ਪੰਜਾਬ ਦੇ ਲੋਕ ਇਨ੍ਹਾਂ ਨੂੰ ਉਖਾੜ ਸੁੱਟਣ ਦਾ ਮਨ ਬਣਾ ਬੈਠੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਲੋਕਾਂ ਨੂੰ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਗੁੰਮਰਾਹ ਕੁੰਨ ਵਾਅਦਿਆਂ ਤੋਂ ਬੱਚਣ ਦੀ ਚੇਤਾਵਨੀ ਦਿੱਤੀ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਦੇਖਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਆਪ ਨੇ ਦਿੱਲੀ 'ਚ ਕੀ ਕੀਤਾ ਹੈ।
ਇਸ ਮੌਕੇ ਹੋਰਨਾਂ ਤੋਂ ਇਲਾਵਾ, ਤ੍ਰਿਪਤ ਰਜਿੰਦਰ ਸਿੰਘ ਬਾਜਵਾ, ਸੰਤੋਸ਼ ਚੌਧਰੀ, ਫਤਹਿ ਜੰਗ ਸਿੰਘ ਬਾਜਵਾ, ਪਵਨ ਆਦੀਆ, ਰਜਨੀਸ਼ ਬੱਬੀ, ਸੁੰਦਰ ਸ਼ਾਮ ਅਰੋੜਾ ਵੀ ਮੌਜ਼ੂਦ ਰਹੇ।
HOSHIARPUR, August 11: Punjab Pradesh Congress Committee president Capt Amarinder Singh today blamed the Chief Minister Parkash Singh Badal for the spate of violent incidents in the state, including the attack on state RSS vice president, saying he (Mr Badal) was deliberately trying to create fear and polarise people along communal lines to make political capital out of it.
Capt Amarinder also expressed serious concern over the rising incidents of gang-wars in Punjab. He said, these gangs were being patronised by Sukhbir Badal as he wanted to use these gangs in the elections.
Talking to reporters along the sidelines of the ‘Halqe vich Captain’ programme, here today, he also said that the Deputy Chief Minister Sukhbir Singh Badal cannot pass off everything on the ISI. “We all know what ISI is up to, but what are you doing to stop it from executing its nefarious designs”, he asked Sukhbir, while adding, “mere breast beating and blaming them will not solve any problem and you need to act”.
Capt Amarinder maintained that there was a consistent pattern in what happened in Bargadi, where Guru Granth Sahab was desecrated, followed by the desecration of Gita in Ludhiana and the desecration of Quran in Malerkotla. “And then came the attack on the RSS leader”, he pointed out, while alleging that the Chief Minister was deliberately orchestrating all this to polarise people for vested partisan interests.
Warning that this was a dangerous game, the PCC president said, the Congress will not let that happen as Punjab cannot afford another dark era. He said, if such things continue to happen, Punjab will further slide down as otherwise also the industry and investors were reluctant to come here.
Responding to HS Phoolka’s threat of filing a defamation suit against him, Capt Amarinder said, he was welcome to do that. He reiterated that Phoolka had charged money for the cases of the riot victims. He said, former Delhi Sikh Gurdwara Managing Committee president Paramjit Singh Sarna also used to pay him.
Reiterating that Phoolka charged for pleading the riot victims cases, he said, let him (Phoolka) explain as from where did he get the money to have palatial house and office in posh localities of Delhi as he has not been doing anything else (other than pleading the riot victims cases).
Earlier responding to questions during the ‘Halqe vich Captain’ programme, the PCC president disagreed with the suggestion of banning liquor in Punjab. “The liquor ban in Punjab is neither economically viable nor administratively feasible”, he said, while adding, Punjab at this stage cannot afford loss of revenue on account of the ban. Besides, he said, liquor ban has always resulted in massive smuggling that defeats the very purpose of the ban.
He said, the Congress government will break the monopoly of Badals on business of sand mining, transport and cable operations. He said, the farmers will be free to sell off their sand and nobody will be allowed to exploit them. Similarly, he added, route permits will be provided to unemployed youth and they will also be provided soft loans to buy buses.
Replying to a question on aata-daal scheme, Capt Amarinder said, that the scheme will continue and it will be further improved. He said, he will personally ensure that the quality is maintained. Besides, he added, the Congress government will also provide sugar and tea along with aata-daal. He said, the scheme will need to be continued and it cannot be stopped at any cost.
Capt Amarinder later addressed a largely attended workers meeting of the Sham Churasi assembly segment. He said, the countdown had already begun for the Akalis and people of Punjab had made up their mind to throw them out. He also warned people against the alluring and misleading promises made by the Aam Aadmi Party telling them they must see what the AAP has done to Delhi.
